A guarantee control judge from Cali issued an insurance measure against Francis Wayler Urrutia Rivas, a 50-year-old man designated for aggravated domestic violence.
According to information from the Prosecutor’s Office, the last attack was registered on March 19 in a public establishment of the capital of the valleywhen Urrutia Rivas cut the face of his sentimental partner with a knife.

“The victim was valued by the National Institute of Legal Medicine and Forensic Scienceswho determined a 10-day disability and medico-legal consequences that imply temporary physical deformity,” the Prosecutor’s Office indicated.

In the midst of the investigations for the aforementioned facts, authorities were able to verify that this man records 11 criminal notices for similar acts
with three different victims between the years 2010 and 2023.
