A judge imposed a restraining order against the former mayor of Cúcuta (Norte de Santander) between 2012 and 2015, Donamaris Ramírez Paris-Lobofor contract crimes without compliance with legal requirements and embezzlement by appropriation in favor of third parties.

The facts are related to the alleged irregularities in the processing, celebration and liquidation of the contract for a value of 4,695 million pesos held on August 30, 2013 for the construction of Child Development Centers (CDI) – “Niños Para Grandes Cosas”, which would be at the service of the community of the Torcoroma Siglo XXI neighborhood, Cormonares Urbanization, Ciudadela El Rodeo and Comuneros del Sur.

The Prosecutor’s Office evidenced that the defendants, apparently, appropriated the sum of 2,253 million of said contract through non-compliance with various sections, including soil studies, installation of drinking water and electricity service, payment of subcontracts that were not carried out and non-existent works.

Within the investigation, two former officials Yimmy Galán Villamizar and Irly Yesenia Sandoval Pacheco, office secretaries of the Corporate Strengthening and Institutional Relations areas respectively of the Cúcuta Municipal Mayor’s Office, were also affected with the same measure, as well as the contractors Jhon Fredy Maldonado Peñaranda and César Augusto Martínez Álvarez, who are members of the CDI Temporary Union made up of the firms MARMAL SAS and INGENIO CONSTRUCCIONES SAS.The defendants did not agree to the charges.
